Finding a low-minimum manufacturer is not just a search for the smallest number. You need a partner that can make the format well, communicate clearly, protect your ownership and support the testing required for launch.
Prepare before outreach
Have a one-page brief with product format, target market, expected fill size, first-run range, formula status, packaging assumption, certifications or exclusions and realistic timing. You will get better answers and quickly see which partners read carefully.
Build a qualified shortlist
Look for relevant format experience, quality systems, market familiarity and a clear development process. Ask suppliers, packaging partners and industry contacts for introductions. A laboratory excellent at anhydrous balms may not be the right partner for a difficult low-pH emulsion or a scalp serum with unusual packaging.
Compare the whole commercial picture
- Development and sample-round fees
- Minimum batch and fill quantities
- Raw-material and packaging MOQs
- Testing, regulatory and safety costs
- Lead times, storage and freight
- Ownership, transfer and exclusivity terms
Use the first call to test communication
Ask who your daily contact is, how changes are documented, what happens when a sample misses, how scale-up is handled and which records you receive. Notice whether the answers are specific.
Read ownership before signing
Confirm whether you receive exact percentages and manufacturing instructions, whether the formula can move, whether a fee applies and whether any ingredients or packaging must be bought through the partner. Put the answer in the agreement.
