“Is my formula compliant?” is not one question. The answer depends on where the product is sold, how it is classified, which retailer receives it, what the label says and what is hidden inside every supplied blend.
Begin with the market and category
The same product idea can sit under different definitions or requirements across markets. Decide the first launch countries and channels before treating an ingredient list as finished. A retailer’s restricted-substance standard may also be narrower than the law.
Review the full formula, not the headline INCI
Raw materials often arrive as blends with carriers, preservatives, antioxidants or other subcomponents. These can affect label order, restrictions, allergens and retailer eligibility. Ask for current supplier documentation tied to the exact material being purchased.
- Complete formula with exact percentages
- Full subcomponent breakdowns for supplied blends
- Specifications, safety data and certificates of analysis
- Preservative, colourant, fragrance-allergen and UV-filter checks where relevant
- Conditions of use, warnings and market-specific restrictions
Review the label and claims separately
A technically acceptable formula can still carry risky wording. “Hydrates,” “repairs,” “heals” and “treats” do not all imply the same thing. Review product identity, directions, warnings, responsible-party details, net contents, INCI and every meaningful marketing sentence together.
Name who owns each file and decision
Safety assessment, product information, notifications, adverse-event handling, batch records and final label approval need named owners. The founder should know which party is responsible, when the work happens and which documents the brand receives.
Treat compliance as a dated review
Formulas, suppliers, retailer lists and regulatory interpretations change. Keep the review date and scope with the decision record. Recheck when a material, percentage, claim, market or pack changes.
